Dear Friends,
There is always a lot of activity here at WBENC headquarters this time of year as we prepare to deliver WBENC's Summit & Salute to Women's Business Enterprises and America's Top Corporations to Women's Business Enterprises programs. The Summit & Salute will be held at the Gaylord National Resort and Convention Center, March 22-24, 2011. Our featured keynote speaker is Alice Schroeder, Bloomberg columnist and author of The Snowball: Warren Buffet and the Business of Life on Navigating, a #1 bestseller. She will speak on Profiting in a World of Changing Business Models, a significant topic which is of utmost importance to today's entrepreneurs.

For our annual Summit, we always dig deep to find ways to give you insights into future trends, provide business forecasts, as well as present relevant speakers, workshops, and interactive dialogue sessions.

For 2011 we refreshed our theme, The Opportunity Connection, by looking at how WBENC could support its constituents. This year, WBENC continues to chart a path towards programs and processes that improve the landscape for the growth and capacity development of women's business enterprises. So how do we plan to accomplish this?  By:

  • Providing an opportunity to negotiate strategic collaborations and build lucrative relationships
  • Providing access to corporate, government and international markets
  • Expanding the understanding of the evolution of the supply chain in the new economy
  • Providing an update on Supplier Diversity: Program Trends and Best Practices

Opportunity to negotiate strategic collaborations and build lucrative relationships. Understanding that today's contract opportunities are being bundled under prime suppliers, WBENC is committed to providing WBEs with critical information and strategies to navigate Tier 2+ opportunities. We deliver on that commitment by introducing, as part of the Summit & Salute, WBENC's new Multi-Tier Dialogue & Opportunity Connection the morning after the Salute on March 24 from 9:30 AM -12:00 PM. One of the two facets of this session includes an opportunity for WBENC Certified WBEs to speak with Corporate Members and their prime suppliers/key business partners to explore 1st, 2nd, and 3rd level sourcing opportunities and to learn how to be considered for these opportunities. The second facet is a "meet and greet" session designed for WBENC-Certified WBEs to introduce their companies and products and/or services to participating Corporate Members.

Everyone will not be able to participate in the Multi-Tier Dialogue & Opportunity Connection because of the time logistics. However, the opportunities to make connections with Corporate Members and WBEs abound throughout the two-day event during workshops, receptions, meals and just in passing. To make this event more productive for you and to help you establish and realize your expectations, WBENC will also conduct a conference call on Wednesday, March 9, 2011, to help WBEs strategically prepare for interactions at the Summit & Salute. The discussion will include setting goals and objectives, creating a target list, researching the targeted companies, preparing your pitch and approach plan, and measuring your results. Look for more details about this conference call to include the date and dial-in number in the March 2011 edition of the President's Report or on WBENC's website at www.wbenc.org.

Access to corporate, government and international markets. All attendees can count on learning more about these markets by attending the following sessions:

  • Supply Chain Best Practices Panel - Partnerships and Capacity Building
  • Joint Venture Panel - The New Way to Compete
  • What's New in Government Contracting: Implementation of the Women-Owned Small Business Federal Contracting Program

Understanding the evolution of the supply chain in the new economy.   We are bringing back last year's roundtable discussion, but with a new structure and a new focus. To achieve our commitment to provide additional access and explore the evolution of the supply chain in the new economy, we will hold the Corporate-WBE Communication: A Roundtable Discussion. After being provided a brief summary by subject matter experts, both Corporate Members and WBEs will share in lively discussions and presentations on each of the three topics. This year a facilitator will lead the discussion and input the participants' responses to collect data as the foundation of a study on:

  • The RFP Debriefing Process providing both Corporate and WBE perspectives on why a bidder may not get the contract.
  • Corporate Supplier Diversity Registration Portals discussing what they are, the benefits to corporations and WBEs, and whether or not they can be standardized. (You will hear about a single portal being created by 13 of the country's largest corporations.)
  • How Social Media is Changing Today's Business Landscape and is Being Used in Supplier Diversity - sharing insights on current uses and applications that have changed a business model, and the pros and cons of using social media in Supplier Diversity.

An update on Supplier Diversity: Program Trends and Best Practices. This topic is covered throughout the Summit in three instances:

  • The workshop mentioned earlier titled, Supply Chain Best Practices Panel - Partnerships and Capacity Building.
  • The Corporate-WBE Communication: A Roundtable Discussion
  • Keynote speaker, Alice Schroeder, who will speak on, Navigating and Profiting in a World of Changing Business Models

SBA Announces Contracting Program for
Women-Owned Small Businesses

First Contracts Expected to be Awarded through WOSB
 Program By Fourth Quarter of Fiscal Year 2011
 
The U.S. Small Business Administration (SBA) announced that women-owned small businesses can begin taking steps to participate in a new federal contracting program on Friday, February 4, 2011. The new Women-Owned Small Business (WOSB) Federal Contract Program will be fully implemented over the next several months, with the first contracts expected to be awarded by the fourth quarter of fiscal year 2011.
 
 
"Implementing the Women-Owned Small Business contracting rule has been a top priority for the Obama Administration and SBA," said SBA Administrator Karen Mills.

"Women-owned businesses are one of the fastest growing sectors of the economy. As we continue to look to small business to grow, create jobs and lead America into the future, women-owned businesses will play a key role. That's why providing them with all the tools necessary to compete for and win federal contracts is so important. Federal contracts can provide women-owned small businesses with the oxygen they need to take their business to the next level.

"The WOSB Federal Contract Program will provide greater access to federal contracting opportunities for WOSBs and economically-disadvantaged women-owned small businesses (EDWOSBs). The Program allows contracting officers, for the first time, to set aside specific contracts for certified WOSBs and EDWOSBs and will help federal agencies achieve the existing statutory goal of five percent of federal contracting dollars being awarded to WOSBs.

On February 4, the SBA will release instructions on how to participate in the program, as well as launch the secure, online data repository for WOSBs to upload required documents, on its website: www.sba.gov/wosb. The SBA will also release an application to become an SBA-approved third party certifier for this program on that date. This will be the first version of the application. SBA welcomes comments and suggestions on this first version of the application.

"WBENC will immediately pursue the SBA's third party certification," said Linda Denny, President & CEO, Women's Business Enterprise National Council (WBENC). "If we are approved, those women owned small businesses within the 83 NAICS categories that certify though WBENC will be able to use their WBE certification in the private sector with thousands of corporations and businesses, and also in the public sector, as they pursue federal government contracts under the Women Owned Small Business Federal Contract Program making the WBENC certification doubly valuable for them. WBENC led the effort to have approved third party certifiers accepted, so this is exciting news and a victory for women business owners and their supporters."

During the ramp- up period over the next several months, SBA is encouraging small business owners to review program requirements and ensure their required documents are uploaded to the repository. WOSBs also will need to update their status in the Central Contractor Registration (CCR) and the Online Representation and Certification Application (ORCA) to indicate to contracting officers that they are eligible to participate. The General Services Administration is currently updating these systems and they are expected to be completed in April 2011.

Similarly, the WOSB rule in the Federal Acquisition Regulation (FAR), which is the companion to the SBA rule, is now going through final review, and is also expected to be issued by April. With these pieces in place, SBA expects to see the first contracts awarded through the program by the all- important fourth quarter, when the largest percent of federal contracts are awarded.

Every firm that wishes to participate in the WOSB program must meet the eligibility requirements and either self-certify or obtain third party certification. At this time, SBA has not approved any third party certifiers. Regardless of their certification method, WOSBs must also upload required documents proving their eligibility to a secure online data repository developed and maintained by SBA.

To qualify as a WOSB, a firm must be at least fifty-one percent owned and controlled by one or more women, and primarily managed by one or more women. The women must be U.S. citizens and the firm must be considered small according to SBA size standards. To be deemed "economically disadvantaged", a firm's owners must meet specific financial requirements set forth in the program regulations.

The WOSB Program identifies 83 four- digit North American Industry Classification Systems (NAICS) codes where WOSBs are underrepresented or substantially underrepresented. Contracting officers may set aside contracts in these industries if the contract can be awarded at a fair and reasonable price; the contracting officer has a reasonable expectation that two or more WOSBs or EDWOSBs will submit offers for the contract; and, the anticipated contract price is not greater than $5 million for manufacturing contracts and $3 million for other contracts.

Each stage of implementation is part of SBA's mission to make the program efficient and user-friendly, and to ensure its benefits go only to qualifying WOSBs. SBA is excited to launch this new program to provide WOSBs with increased opportunities to compete for and win federal contracts, ultimately helping WOSBs create and retain more jobs.

Alice Schroeder, Bloomberg Columnist and Journalist and Author of No. 1 Best Seller About Warren Buffet to Speak at WBENC's
Summit & Salute to Women's Business Enterprises

Named by Risk and Insurance Magazine as "One of the most respected--and fearless--thinkers on Wall Street," Bloomberg columnist and journalist Alice Schroeder headlines WBENC's Summit & Salute to Women's Business Enterprises as the keynote speaker. Schroeder's speech is titled, Navigating and Profiting in a World of Changing Business Models, which is a perfect topic for entrepreneurs looking to adapt or revamp their business models and strategically maneuver the impact of our nation's economic challenges and recovery.

Schroeder began her career by spending more than a decade as a CPA and auditor at Ernst & Young. Subsequently she worked as a regulator at the Financial Accounting Standards Board (FASB). In 2003, Schroeder took a leave from Morgan Stanley to begin five years of research and writing for what would become the ultimate analysis of Warren Buffett's life - The Snowball. Schroeder gained unprecedented access to Buffett's personal papers and files, and friends. Time Magazine and People named Snowball one of the ten best books of the year. Snowball also appeared on best of the year lists issued by The Financial Times, BusinessWeek, USA Today, and The Washington Post. Snowball was also named a Top 100 Editor's Pick, the #1 Business and Investing Book of the Year, and one of the Five Best Biographies of the Year by Amazon.com.

As an anchor and special correspondent for CNN's In America unit, celebrity speaker Soledad O'Brien will serve as a dynamic speaker at WBENC's 2011 National Conference & Business Fair, to be held June 21-23, 2011 at the Mandalay Bay Resort & Convention Center in Las Vegas, NV.

Soledad O'Brien is known for her insightful reports and ground-breaking documentaries on many of today's top news stories. Capabilities Equal Opportunities!
WBEs Can Update Their Profiles Through February 18, 2011

Do you know that the capabilities section of your online profile in WBENCLink is critical to your success as a WBE? Every key word, NAICS or UNSPSC search done using WBENCLink compares the search criteria to every WBE's profile. Failure to properly present your company's end products and/or services adequately could mean a lost bid opportunity.

On September 1, 2010, WBENC released an enhanced version of WBENCLink (V3). The enhancements resulted in improved functionality, with more specificity of a WBE's capabilities in their profile, as well as better reporting mechanisms. All currently certified WBEs (and expired WBEs) now have the opportunity to update and edit their companies' information in the normally blocked sections of the online profile.

Now through February 18, 2011, WBEs will have the ability to update fields located under the General Tab, Capabilities Tab, and Additional Info tab of their profile on www.wbenclink.org.
Reminders have been sent from wbenclink@cvmsolutions.com as well as your Regional Partner Organization to ensure that everyone has been properly notified of this opportunity. If you have already updated your file, please disregard the reminder you receive. However, if you have not, please act quickly.

These reminders will contain the necessary instructions you will need to complete your company's updates. WBEs who do not update their profile during the specified time frame will only have the opportunity to do so during their normal recertification period.

Misuse of WBENCLink Database!


While the WBENCLink database is an excellent strategic marketing tool to identify the supplier diversity contact of a Corporate Member, to find WBEs for partnerships, to purchase products and services; unfortunately, many WBEs are using it for the purpose of email blasts. Please note contact information obtained from WBENCLink is not permitted for use in any e-mail blasts. Examples of misuse include sending an email blast for the purpose of advertising or promoting:
  • A company, executive/employee from your company, or an event.
  • A product or service that is on sale or offered at a discount to WBENC Certified WBEs or Corporate Members.
  • A product or service offered by your company that would make a great gift for a boss or administrative assistant.
As of June 1, 2010, any WBE who continues to send out this type of email will receive a "cease and desist" letter from WBENC. If the WBE continues to contact WBEs for this purpose, their level of access to WBENCLink will be restricted to their profile only.

WBENCLink Database Training for Certified WBEs will be held on the second and last Wednesday of each month in 2011.
Exception: December has just one training date, on the 14th.
