- Remove the requirement that the woman or women owning such a business be economically disadvantaged
- Remove the contract award price limits (previously $5 million for manufactured goods and $2 million for all others)
- Allow a contracting officer to award a sole source contract to such a business under the same conditions as such a contract may be awarded to a qualified HUBZone small business
- Directs the SBA Administrator to periodically conduct a study to identify any US industry in which women are under represented, and every five years report study results to the congressional small business committees.

Supplier Connection Provides Easier Access to Contracting Opportunities
WBENC's Corporate Members across a wide variety of industry sectors are working together to provide easier access to contracting opportunities. AT&T, Bank of America, Citigroup, IBM, Pfizer and UPS have agreed to standardize and simplify the application process required for small and mid-sized businesses to register and apply to do business with them as they compete for nearly $150 billion in contracts collectively awarded by these companies.
The participating companies will establish a free, public website, created and maintained by IBM through a grant of more than $10 million from the IBM International Foundation. The site, to be named Supplier Connection (www.supplier-connection.net), will provide visitors with a single, streamlined electronic application form. Small vendors need only complete the application form once to potentially become suppliers to the participating companies and to more easily connect for opportunities to sell their products and services. The Supplier Connection website aims to accelerate and streamline the application process leading to increased contracting with small- and medium-sized firms resulting in the growth of these firms and employment in the US.

2010 Tuck-WBENC Executive Program: Positioning for Growth (Advanced Program)

During the week of October 3-8, over forty participants attended the eighth annual Tuck-WBENC program. "The program brings together a set of highly talented, high-achieving women who are eager to take their businesses to the next level. Working closely with Tuck's world-class faculty, these business owners form a learning community in which they refine their strategies for surviving difficult times, prospering in the competitive arena, and growing to scale," says Leonard Greenhalgh, PhD, Dartmouth's Tuck School Professor of Management and Director of Programs for Minority- and Women-Owned Businesses, and Director of Native American Business Programs.
Year after year, the program participants create such a dynamic classroom environment that even Tuck's top faculty are eager to return. "The Tuck-WBENC program is the most rewarding program I teach all year. The women that participated in the program are very intelligent, highly motivated and energetic. They are sponges for knowledge and practical solutions. During the program the participants not only learned from the instructors but they learned from each other. They shared best practices and ideas on approaches to real life business issues. We all left the program looking forward to incorporating our new knowledge and approaches in our business lives," says Kathleen T. McGahran, Adjunct Professor for the Tuck School of Business at Dartmouth. In fact, Professor McGahran was so impressed with the WBEs that her company, Pelham Associates, became a WBENC-certified WBE in 2006.

The Nielsen Company joins with Women's Business Development Center (WBDC) and Walgreens to Kick off Consumer Product Enhancement Competition
Winner to receive $10,000 in cash, technical assistance, and other benefits from Nielsen
The Nielsen Company, leading global provider of media and consumer information and analytics, in association with the WBDC and Walgreens, is sponsoring a Consumer Product Enhancement Competition for women who own consumer products goods businesses in a nine-state Midwest region.
The winner will receive $10,000 in cash, $5,000 worth of technical assistance and consumer measurement data from Nielsen, and the potential to become a qualified Walgreens supplier. Business owners must have at least $500,000 in annual revenue and be located in one of these nine states: Illinois, Iowa, Kansas, Minnesota, Missouri, Nebraska, North Dakota, South Dakota or Wisconsin.

Capabilities Equal Opportunities!
Do you know that the capabilities section of your online profile in WBENCLink is critical to your success as a WBE? Every keyword, NAICS or UNSPSC search on WBENCLink compares the search criteria to your profile. Failure to capture your company's end products and/or services adequately could mean a lost bid opportunity.
On September 1, WBENC released an enhanced version of WBENCLink (V3). The enhancements resulted in improved functionality, more specificity of WBEs' capabilities in their profile, as well as better reporting mechanisms. In an effort to provide all currently certified WBEs (and expired WBEs) the opportunity to update their company's information, the normally blocked sections of your online profile can be edited.
Beginning November 15 through February 15, WBEs will have the ability to update fields located under the General Tab, Capabilities Tab and Additional Info tab of their profile on WBENCLink.org. Reminders will be sent every 30 days from WBENCLink as well as your Regional Partner Organization to ensure that everyone has been properly notified of this opportunity. These reminders will contain the necessary instructions you will need to complete your company's updates. WBEs who do not update their profile during the specified time frame will only have the opportunity to do so during their normal recertification period.

Misuse of WBENCLink Database!
While the WBENCLink database is an excellent strategic marketing tool to identify the supplier diversity contact of a Corporate Member, to find WBEs for partnerships, to purchase products and services; unfortunately, many WBEs are using it for the purpose of email blasts. Please note contact information obtained from WBENCLink is not permitted for use in any e-mail blasts. Examples of misuse include sending an email blast for the purpose of advertising or promoting:
- A company, executive/employee from your company, or an event.
- A product or service that is on sale or offered at a discount to WBENC Certified WBEs or Corporate Members.
- A product or service offered by your company that would make a great gift for a boss or administrative assistant.
As of June 1, 2010, any WBE who continues to send out this type of email will receive a "cease and desist" letter from WBENC. If the WBE continues to contact WBEs for this purpose, their level of access to WBENCLink will be restricted to their profile only.

Enterprising Women Call for Nominations
Nominations for the Enterprising Women of the Year Award are now officially open on the magazine's website at www.enterprisingwomen.com. Entries must be submitted by midnight on November 15, 2010.
You may apply for the award if you have been in business at least three years and you meet any of the following criteria:
- your company is at least 51 percent owned and managed by a woman;
- you are a woman who owns, manages and controls the business with a partner, and you own at least 33 percent of the business; or
- you are a woman entrepreneur who leads a company that has obtained venture capital and, as a result, you now hold an equity position of less than 51 percent in your company.
Winners will be recognized in the following categories:
- woman-owned enterprise with up to $1 million in annual revenues;
- woman-owned enterprise with more than $1 million and up to $5 million in annual revenues;
- woman-owned enterprise with more than $5 million and up to $10 million in annual revenues;
- woman-owned enterprise with more than $10 million and up to $25 million in annual revenues; and
- woman-owned enterprise with more than $25 million in annual revenues.
Award winners will be recognized at a gala awards dinner in Boca Raton on March 11, 2011. Winners also receive national recognition for themselves and their businesses through local, regional and national publicity. Every winner will be profiled in Enterprising Women magazine, and the top winners will appear on the magazine's front cover in the spring of 2011.
