Virginia Littlejohn is CEO and Co-founder of Quantum Leaps and TradeBuilders. Since the 1970s, she has advocated for women entrepreneurs and worked to expand their access to markets. In the 1980s, she led lobbying efforts to fund the Small Business Administration's Office of Women's Business Ownership. She was national president of the National Association of Women Business Owners, organized the first two women business owner (WBO) Public Affairs Days, and was a principal architect of the Women's Business Ownership Act of 1988.

Littlejohn has been a delegate to all three White House Conferences on Small Business, served on the National Women's Business Council and federal trade advisory commissions, and was Vice President of the World Association of Women Entrepreneurs.

As senior advisor for women's entrepreneurship with the Organization for Economic Cooperation and Development, she helped organize three best-practices conferences in Paris and Istanbul. She has brought international expertise to small business advisory boards for IBM, American Express and the U.S. Chamber of Commerce, and has spoken at numerous global conferences. Internationally, she is helping incubate WEConnect India and WEConnect China, and working with the United Nations Global Compact to get supplier diversity onto the global corporate agenda and WBEs into the global supply chain.
